본 연구는 제4차 산업혁명 시대를 대비하여 한국 영재교육의 현안을 점검하고, 영재교육진흥법 및 동법 시행령을 중심으로 어떤 법 개정 노력을 해야 할 지에 대해 논의한 것이다. 우선, 영재교육진흥법 시행 이후 역대 정부의 보수나 진보 등과 같은 정치 성향이 영재교육 정책에 어떤 영향을 미쳤는지를 분석하였다. 그 결과, 영재교육의 양적 성장이나 질적 고도화의 현장 교육변화는 정부의 정치 성향과 직접적으로 연관되기 보다는 사교육 문제나 입시정책 등 우리 사회의 교육 현안으로부터 더 강한 영향을 받았음을 알 수 있다. 다음으로, 본 연구는 지난 15년 동안 한국 영재교육의 변천 과정을 긍·부정적 측면으로 구분하여 비평하였으며, 이를 바탕으로 영재교육진흥법 내용의 개정을 제안하였다. 법 개정과 관련하여 여러 가지 요소들을 포괄할 수 있겠지만, 본 연구에서는 영재의 정의, 영재의 판별과 영재교육 프로그램 개발 및 운영, 고도 영재를 포함한 소외 영재의 발굴과 교육 확대, 영재교육기관의 유형에 따른 정체성 확립 등에 초점을 두고 논의하였다.

The purpose of this study is to examine the issues of Korean gifted education in preparation for the 4th Industrial Revolution era, and to discuss which parts of the Gifted Education Promotion Act need to be revised. First, since the enactment of the Gifted Education Promotion Act, we analyzed how political ideology or line of certain government such as conservative or progressive political party affected the policy of gifted education in general. As a result, it can be seen that the quantitative expansion and qualitative growth of gifted education are more strongly influenced by education issues of our society, such as private education issue and entrance examination policy et al., rather than directly related to the political line of the government. Second, this study analyzed critically some characteristics of change in Korean gifted education over the past 15 years, and suggested some tasks of revising specific contents of the Gifted Education Promotion Act. More specifically, this study suggested the necessity of re-conception of the definition of giftedness and the identification of gifted children, more emphasis of gifted education programs rather than screening and selection, the importance searching profoundly gifted and neglected gifted children, and finally remodelling the type of gifted education institutions as a whole.
