본 논문은 4차 산업혁명의 미래에서 인간 일의 의미와 협력적 소득으로서의 공공소득의 필요성을 문화철학적 관점에서 고찰하고자 한다. 4차 산업혁명의 미래에 대한 우려가 매우 크지만, 여전히 명확한 정의가 내려지고 있지는 않는 실정이다. 그러나 산업혁명의 연장선상에서 그것 역시 거대한 기술적 변화를 내포하고 있다는 점은 분명하다. 2016년 백악관 대통령실의 보고서는 인공지능 주도의 자동화(AI-driven automation)라는 개념 하에서 이와 같은 변화를 고찰하고, 그 변화에 대응하기 위한 전략과 정책을 제시한 바 있다. 이에 본 논문은 이 백악관 보고서를 중심으로 우리의 미래 사회에 대한 대응 방안을 모색하고자 하였다. 기술 변화의 미래에 대한 대응 전략에 있어 가장 중요한 핵심은 일자리와 사회안전망의 강화이다. 노동자의 권한 강화와 고용보험 강화 등을 통한 임금보조 정책들이 그 핵심 정책들이다. 그렇지만 과거의 유사 정책적 사례와 비교해보았을 때, 이러한 정책들의 실효성은 일정부분 제고되어야 할 필요가 있으며, 특히 이 정책들에서 배제하고 있는 기본소득에 대한 입장의 변화가 필요할 것으로 보인다. 더욱이 기본소득이 보조적 정책이라는 점에서, 보다 근본적인 미래 사회의 변화에 대한 대응책이 필요할 것으로 판단된다. 본 논문은 이를 위해 기본소득과 더불어 공공영역을 중심으로 한 협력적 소득으로서의 공공소득(public income)이 동시에 추진될 필요가 있다는 점을 대안으로 제시한다.
The present paper aims to claim the necessity of the public income along with the basic income. There are worries about the future of the 4th industrial revolution. Although the definition of the 4th industrial revolution is still not clear, it is certain that it shows a huge technological change like other industrial revolutions. The report of the Executive Office of the President of the US (Artificial Intelligence, Automation, and the Economy, 2016) deals with the changes. It develops strategies and policies to respond to those changes. To establish our effective countermeasure against the future of the change, this paper pays attention to the contents of the report. In this report, the most important thing to do for the future is to empower workers to ensure broadly shared growth. Strengthening unemployment insurance, labor unions, and increasing worker`s bargaining power are the key policies. However, compared with past similar policy cases, the effectiveness of these policies should be reconsidered to a certain extent, and it seems necessary to change the position on the basic income that is excluded from these policies. In addition, it should be considered that the basic income is only supplementary policy, and it is necessary to take measures against the change of future society more fundamentally. In this sense, this paper suggests the public income as the cooperative income.
