An Analysis on the Impact of Policy Awareness and Needs on Trust in Disaster and Safety Management among the Social Underprivileged

본 연구는 사회적 약자를 위한 재난안전관리 정책의 필요성이 강조되는 가운데, 현행 사회적 약자를 위한 재난안전관리 정책의 실효성에 대한 인식, 정책 필요성에 대한 욕구, 그리고 정부신뢰 측면에서 정책신뢰에 대해 학술적 측면에서 이들 각 변인 간의 영향관계를 파악하는 한편, 그동안 논의가 부족했던 정책욕구의 영향력을 파악하기 위하여 조절효과를 검증하였다. 이를 위해 사용된 자료의 원데이터는 NHRCK(2018)의 조사결과를 바탕으로 하였으며, 본 연구의 가설검증 목적에 부합하는 조사도구 문항을 재구조화하여 사용하였다. 사회적 약자를 위한 재난안전관리 정책인식과 정책욕구는 정책신뢰와 유의미한 직접 영향관계를 갖고 있는 것으로 검증되었다. 하지만 정책인식과 정책신뢰 사이에서 정책욕구의 조절효과에 대하여는 상호작용항을 만들어 위계적 회귀분석 절차를 통한 조절회귀분석을 실시한 결과, 정책인식×정책욕구의 상호작용항에 대한 유의미한 영향관계가 확인되지 않았으며, 모델의 설명력 또한 오히려 낮아져 연구가설은 기각되었다. 이는 결과적으로 정책욕 구가 정책신뢰에 대한 예측변수로서 다루어질 수 있음을 의미하며, 따라서 정책욕구의 정책신뢰에 대한 영향에 대한 후속연구 필요성을 제시한다.

The purpose of this study is to investigate the relationship between policy awareness and needs and policy trust in disaster and safety management, particularly the moderating effect of policy needs. The data were collected from NHRCK (2018) and restructured for this study. Policy awareness and needs for disaster and safety management were proven to have a significant direct effect on policy trust. According to a hierarchical regression analysis with interaction terms between policy awareness and policy needs, however, the moderating effect of policy needs was not found with a low explanatory power. The results of this study indicate that policy needs are different from policy awareness and can be treated as a predictor variable of policy trust. Therefore, it is necessary to ensure that policy needs should be reflected in actual policies to secure policy trust.
