科技大學國際化策略與實施成效分析

A Study on the Planning and Implementation of Internationalization Policies at Technological Universities

摘要


本研究旨在分析我國科技大學國際化策略及實施成效,主要之研究目的有五:一、瞭解我國科技大學國際化之現況;二、探討我國科技大學國際化實施之策略;三、檢視我國科技大學國際化實施之成效;四、分析不同學校背景與環境背景對學校國際化之差異情形;五、針對研究結果,對我國科技大學國際化所產生的問題與衝擊,提出相關改善之建議與方針。   本研究首先透過文獻分析法進行相關之文獻探討外,並採用國立台灣師範大學教育評鑑與發展研究中心所建構之「台灣高等教育資料庫」之94年度大三學生問卷調查資料,就學生國際化面向進行量化分析,以及自行設計之「科技大學國際化現況調查表」,調查分析學校整體國際化之現況及成效,最後透過訪談法對科技大學國際化工作主管部門之單位主管進行訪談。   最後,根據研究分析之結果及主要研究發現,歸納出如下結論: 一、我國科技大學國際化現況良好並呈現多角化經營之趨勢,但也面臨諸多問題與挑戰亟待解決 二、我國科技大學國際化策略呈現出多元化發展之趨勢,包括學校成員的全面參與、國際化環境的建置、提供經費誘因以推動學生國際化,以及創造學校自我發展特色 三、我國科技大學國際化工作成效良好並呈現成長之趨勢,尤以學生國際化成效成長幅度最高 四、改名(制)科技大學時間不同對獲得外語計畫經費補助及學校配置國際化專責工作人員數量上具有中度之相關性 五、學校性質、學校區域、改名(制)科技大學時間及學校學生人數不同,學生對國際化看法上有顯著差異 六、公立學校教師在申請�獲得國外專利數顯著高於私立學校教師 七、外語補救教學班數、外語計畫補助經費及國際化專責工作人員數量之不同,學生對國際化看法上有顯著差異 八、國際化工作專責人員數量愈多之學校,專任教師具有國外博士學位數者顯著較高 九、在技專校院推動國際化工作上,教育部應扮主導之角色,並在國際化相關獎補助經費使用上給予更多的彈性空間,以及建立國際 化管考機制 十、技專校院國際化成效之評鑑在量化成效外,更應重視質化成效的表現 十一、應建構國家社會的國際化環境

This study was conducted to at analyze the planning and implementation of internationalization policies at technological universities in Taiwan. There were five major purposes of this study: (1) To understand current internationalization situation of technological universities; (2) To investigate the strategies of internationalization implemented at technological universities; (3) To analyze the planning and implementation of internationalization policies at technological universities; (4) To analyze the influences of institutional factors and environmental factors on internationalization policies implementation; (5) To provide recommendations to promote the degree of internationalization at technological universities. This study combined with various research methods including literature reviews, quantitative analyses of Taiwan Higher Education Dataset conducted by National Taiwan Normal University and the Survey of Internationalization at Technological Universities conducted by the researcher, and interviews with administrators of internationalization section at technological universities. Based on the research results, the major conclusions of this study were: 1.The current internationalization at technological universities was well developed and was in multiple directions. However, some institutions were facing problems and challenges. 2.The strategies of internationalization adopted by technological universities were developed in multiple directions, including full participation by institution members, creating internationalized environment, promoting of students’ internationalization by providing financial supports, and estabilishing unique characteristics of each institution. 3.The planning and implementation of internationalization policies at technological universities in Taiwan were well developed and were improving gradually and positively, especially in the students’ internationalization perspective. 4.There were significant correlations between the time for promotinge as technological universities and foreign language project subsidy as well as the number of administrative staff working at internationalization section. 5.Institutional factors, such as institutional locations, the time for promoting as technological universities and the size of the institutions all had significant influences on students’ perspectives of internationalization at universities. 6.Public technological universities’ Faculty members applied more international patents than faculty members from private sector. 7.The number of foreign languages supplementary classes, the amount of foreign language project subsidy, and the number of administrative staff working at internationalization section had significant influences on students’ perspectives of institutional internationalization. 8.The institutions with more number of administrative staff working at internationalization section also had more number of faculty members received their doctoral degrees from foreign countries. 9.To promote internationalization at technological universities, the Ministry of Education should play as a leading role, be more flexible in internationalization subsidy and establishe a standardized evaluation system. 10.To develop the evaluation criteria, not only quantitative data but also qualitative data should be focused. 11.The internationalization should be promoted and implemented as important policies at the national level.
