中國大陸高等教育評估制度之研究
A Study on the Higher Education Evaluation System in Mainland China.
摘要
本研究主要目的在於探究中國大陸高等教育評鑑制度之緣起與沿革發展，所採取之方法以文件分析法為主，依據所蒐集之官方法令規章與相關文獻資料等，針對中國大陸高等教育評估方案之發展、實施情形以及未來可能之改革進行較深入探究。本研究主要目的包括： 一、瞭解中國大陸高等教育評估制度沿革。 二、檢視中國大陸高等教育評估與排名制度實施機構。 三、探討中國大陸現行高等教育評估制度體系。 四、分析中國大陸高等教育評估制度所面臨之問題。 五、根據研究結果，對未來國內進行大學院校之評鑑提出相關建議。 本研究之主要結論為： 一、中國高等教育評估制度之發展，經不斷試行後逐漸修改漸具雛型。 二、中國大陸高等教育評估及高校排名為二種完全不同之系統。 三、中國大陸高等教育的評估工作分為本科與研究所兩方面，雖均由教育部主管及推動，但負責單位不同。 四、中國大陸高等教育的本科教學評估制度，對於不同的對象有不同的評估方案。 五、中國大陸目前推動的本科教學工作水平評估方案，屬於「認可制」的模式。 六、中國大陸目前推動的本科教學工作水平評估方案，結合了學校自評與專家認可的評估方式。 七、中國大陸本科教學工作水平評估的最後評估結果，經教育部審核後，透過書面與網頁公布。 八、中國大陸現行的本科教學工作水平評估方案，存有許多問題，仍有待解決。

This study is aiming, via adopting the method of document analysis, to explore the development of higher education evaluation system in mainland China. In so doing, this study is divided into six chapters. In addition to the introduction, and literature review in the first two chapters, respectively, the third chapter starts with an analysis of the development of higher education system in Mainland China, with a focus on its important changes after 1978, and then on the development of its higher education evaluation system in particular. After analyzing different evaluation schemes conducting in the mainland China in the fourth and fifth chapters, conclusions and suggestions are summarized and proposed in the last chapter.
