Запобігання корупції в діяльності органів Національної поліції як необхідна складова антикорупційної політики держави

З’ясовано сутність та зміст категорії «запобігання корупції в органах Національної поліції» шляхом аналізу категорій загального порядку, таких як: «корупція», «запобігання корупції», «профілактика корупції» та «протидія корупції». Виокремлено основні ознаки та завдання запобігання корупції в органах Національної поліції України. Звернуто увагу, що основними напрямками запобігання корупції в органах Національної поліції, що містять найбільшу кількість корупційних ризиків є: 1) підбір, підготовки кадрів та проходження служби в органах Національної поліції; 2) надання адміністративних послуг посадовими особами Національної поліції; 3) здійснення юрисдикційних та контрольно-наглядових повноважень органами Національної поліції.

Выяснена сущность и содержание категории «предотвращение коррупции в органах Национальной полиции» путем анализа категорий общего порядка, таких как: «коррупция», «предотвращение коррупции», «профилактика коррупции» и «противодействие коррупции». Выделены основные признаки и задачи предотвращения коррупции в органах Национальной полиции Украины. Обращено внимание, что основными направлениями предотвращения коррупции в органах Национальной полиции, содержащих наибольшее количество коррупционных рисков являются: 1) подбор, подготовка кадров и прохождения службы в органах Национальной полиции; 2) предоставление административных услуг должностными лицами Национальной полиции; 3) осуществление юрисдикционных и контрольно-надзорных полномочий органами Национальной полиции.

The article clarifies the essence and content of the category «preventing corruption in the bodies of the National Police» by analyzing general categories such as «corruption», «preventing corruption», «preventing corruption» and «countering corruption». The main signs and tasks of preventing corruption in the bodies of the National Police of Ukraine are highlighted: 1) the creation of favorable conditions for honest and lawful execution by officials of the National Police of their official duties and unfavorable conditions for abuse of their official authority; 2) establishment of an equal, proper and effective mechanism for recruitment to the National Police; 3) prevention of corruption in the bodies of the National Police as one of the components of the national idea of overcoming this negative phenomenon; 4) harmonization of the national legislation with the norms of the international treaties to which Ukraine is a party, with a view to preventing the manifestations of corruption in general and the organs of the National Police in particular; 5) implementation of a set of informational and cultural measures for public awareness of measures to prevent corruption in the bodies of the National Police; 6) Minimization of corruption risks in the activities of the National Police.

Attention is drawn to the fact that the main areas of prevention of corruption in the National Police, which contain the greatest number of corruption risks are: 1) selection, training and service in the National Police; 2) the provision of administrative services by officials of the National Police; 3) the exercise of jurisdictional and supervisory powers by the National Police.
