Розглянуто особливості здійснення оперативного пошуку ознак злочинів, пов’язаних з розкраданням бюджетних коштів під час проведення закупівель медичного обладнання та ліків працівниками підрозділів захисту економіки Національної поліції України. Надано рекомендації щодо отримання інформації про ознаки вчинення злочинів цієї категорії.
Рассмотрены особенности осуществления оперативного поиска признаков преступлений, связанных с хищением бюджетных средств при проведении закупок медицинского оборудования и лекарств работниками подразделений защиты экономики Национальной полиции Украины. Даны рекомендации по получению информации о признаках совершения преступлений этой категории.
The article deals with the peculiarities of conducting operative search of signs of crimes connected with theft of budget funds during the procurement of medical equipment and drugs by employees of the economic protection units of the National Police of Ukraine. Recommendations for obtaining information on the features of committing crimes in this category are given.
In order to detect these violations and in the process of checking the targeted use of state funds in conducting procurement procedures for medicines and medical equipment, as well as checking the facts of possible misuse of official positions of officials and theft of budget funds in this area, employees of the units of the national economy protection units of the National Police of Ukraine carrying out Operational and investigative activities, it is necessary to check and analyze the following documents: documents relating to the tender; licenses (permits); documents confirming the corresponding registration of the medicinal product (equipment); documents confirming the quality of the medicinal product (equipment).
The study concluded that the activities of the operational units of the National Police of Ukraine's National Defense for operational investigation of the signs of crimes involving theft of budget funds during the procurement of medical equipment and medicines are primarily based on a documentary analysis. A good performing of the operative search for signs of such crimes requires the operative worker to know the sources of obtaining such information (documents), their storage places or ways to receive information about their contents, as well as special knowledge that is inherent in the field of health care and procurement of medical equipment and medicines for budget funds.
