최근 지능정보기술을 접목한 디지털 변혁(Digital Transformation)이 빠르게 확산되면서 인공지능(AI) 기반의 다양한 지능형 정보시스템이 사회 가치를 창출해내는 지능정보사회로 변 모해가고 있다. 지능정보사회에서는 인공지능(AI) 기반의 지능형 시스템의 도입이 단순업무 뿐만 아니라 고차원적인 정신노동의 영역까지 확대되면서 노동시장에도 상당한 변화가 예상된다. 이러한 지능정보사회에서의 핵심인 인공지능(AI)은 1956년 존 맥커시(John McCarthy)가 미국 다트머스 대학(Dartmouth College)에서 열린 학술대회에서 인공지능(AI)이라는 용어를 사용하면서부터 기계가 생각을 하고 인간과 소통할 수 있는지에 관한 논의에 초점을 두고 관련 연구가 진행됐다. 최근 인공지능(AI)은 4차산업혁명과 함께 학계의 담론을 넘어서 기술혁신에 기반을 둔 산업구조의 변화와 사회변화를 이끌고 있다. 따라서 본 연구에서는 인공지능(AI)의 역사와 개념에 대해 살펴보고, 지능정보기술의 발달로 인한 사회의 변화를 노동시장의 변화에 초점을 맞추어 살펴보고자 한다. 또한, 인공지능이 직무에 어떠한 변화를 가져오고 있는지에 관한 사례들을 통해 노동시장의 변화를 고찰해 보고자 한다. 특히, 지능정보사회를 이끄는 기술발달과 관련하여 기술의 혁신성이나 경제적 합리성에 초점을 맞추는 선행연구와는 달리 인공지능(AI)이 인간과 관계를 맺는 하나의 기술체로 그 사회적 함의가 커지고 있는 시점에서 고용시장과 직업의 변화에 대한 경제사회적 관점에서 체계적으로 고찰할 필요가 있다.
이른바 4차 산업혁명 기술이라고 일컬어지는 인공지능(Artificial Intelligence: AI), 사물인터넷(Internet of Things: IoT), 3D 프린팅, 로봇, 빅데이터(Big Data), 블록체인(Block Chain), 나노(Nano) 기술과 바이오(Bio) 기술 등 지능정보기술의 발달은 인간의 생활양식과 가치관에 큰 변화를 일으키는 사회적 패러다임의 변화를 가속시키고 있다. 2016년 12월 미래창조과학부(현재의 과학기술정보통신부)에서 발표한 ‘지능정보사회의 중장기 종합대책’에서도 지능정보사회를 언급하면서 새로운 패러다임의 변화에 주목하였다.
인공지능(AI)의 확산에 따른 노동시장의 문제는 낙관론과 비관론이 첨예하게 대립하는 부분이다. 지능정보기술의 발전에 대한 낙관론적인 입장에서 합리성을 강조하며 노동의 생산성 향상과 산업의 효율성 확보라는 시각에서 노동시장의 변화를 바라보는 시각이 있는 반면, 인간과 기술의 상호작용의 변화와 함께 사회변동의 측면에서의 직무변화와 일자리 감소에 대한 우려의 시각이 공존하고 있다. 노동력 대체의 핵심인 자동화는 물리적 근로와 정신적 및 인지적 근로가 인공지능에 의해 대체된다는 것으로, 고용은 물론 산업혁명 이래로 상당한 사회적, 경제적 파장을 가져올 것으로 전망된다. 인공지능(AI) 기술의 발달로 인한 국내의 다양한 산업부문에서 일자리 대체는 피할 수 없는 사회의 변화일 것이다. 이미 많은 단순 반복적 업무에서 인공지능을 활용한 노동비용의 경감은 현실화되고 있으며 일자리 감소와 직무변화에 따른 새로운 유형의 일자리 창출을 위한 재교육 및 적극적인 사회적 지원을 필요성이 대두되고 있다.
인공지능(AI) 기반의 지능정보사회에서는 기존의 노동시장에서 고용과 경제성장에 결정적인 역할을 하였던 제조업이 축소되고 있으며 개방형 소통 플랫폼이 혁신의 중요한 환경으로 사회적 네트워크 속에서의 개방적 혁신을 지향하며 공유경제로 진화해 나가고 있다. 이러한 환경변화와 함께 지능형 시스템의 도입은 분석, 기획, 의사결정 등과 같은 인간의 정신노동 영역을 기술이 대체함으로써 상당한 직무변화가 예상된다. 또한, 인공지능(AI)은 창작도 할 수 있고, 인간의 의사결정과 문제해결에 직접 관여할 수 있을 것이다. 따라서 지능정보사회에서의 기술혁신에 따른 사회 전반의 효율성과 생산성 향상이 향후 노동시장에서의 일자리 감소 및 실업률 상승과 같은 사회문제로 이어지지 않도록 충분한 경제사회적 논의를 활성화할 필요가 있을 것이다. 또한, 지능정보사회에서는 새로운 노동과 일자리 창출도 가능할 것이기 때문에 변화에 저항하기보다는 개인이나 기업이 생존하기 위해서 이러한 시대의 변화를 선도하여 사회 전체의 효율성과 생산성을 제고하면서 시민의 자유와 복지를 보장하는데 인공지능 기술을 활용할 수 있어야 한다. 이와 더불어 지능정보사회에서의 인공지능 기술은 일종의 사회를 규율하는 구조적 힘을 가지면서 기술의 혁신이 사회변동의 핵심요인이 되고 있으며, 이러한 사회변동은 인공지능이 인간과 관계를 맺는 하나의 기술체로서 새로운 관계에서의 인간의 주체적인 역할과 과학기술을 바라보는 새로운 가치체계의 형성이 중요할 것이다. 또한, 기존의 노동과 여가에 대한 인식에 있어서 산업화를 거치며 형성된 노동의 가치에 대한 재해석과 더불어 문화와 여가에 대한 인식의 전환이 필요할 것이다.

With the innovation and diffusion of information technology, the Korean society is currently transforming into the intelligence information society for which various intelligent system may create social values and economic wealth. With the adoption of the artificial intelligence in the intelligence information society, considerable changes are expected in the labor market. Since John McCarthy coined artificial intelligence (AI) at a workshop at Dartmouth College in 1956, the field of artificial intelligence (AI) research has been carried out, focusing on the development of a machine or system that could think and communicate with humans. Along with the fourth industrial revolution, artificial intelligence (AI) is leading to changes in the industrial structures as well as social changes based on technological innovation. There are challenges for the intelligence information society beyond the discourse in academia. Thus, the purpose of this study is to explore the history and concept of artificial intelligence (AI) focusing on how artificial intelligence will affect labor markets to scrutinize the societal changes due to the development of intelligent information technology. Furthermore, this study describes and provides examples of how artificial intelligence have affected different occupations in the current labor markets. Specifically, to bridge the gap between previous studies which focused on innovation or rationality of the technological development, this study focuses on its impact on the labor market by exploring changes in the employment structure and job tasks. The development of intelligent information technology, so-called 4th Industrial Revolution Technology such as artificial intelligence (AI), Internet of Things (IoT), 3D printing, robot, Big Data, Nano technology and Bio Technology etc., is accelerating the change in the social paradigm that makes a big difference in human lifestyle and values. The advent of intelligence information society is expected to be accompanied by the social paradigm and changes in the labor market. Both optimism and pessimism coexist on the labor issues stemming from the spread of artificial intelligence. Regarding changes in the labor market, an optimistic standpoint on technology supports rationality and efficiency in the industry, whereas there are growing concerns over job changes and job losses. Automation indicates that artificial intelligence and machine learning are gradually taking over human jobs. The current physical, mental and cognitive work may be replaced or reduced, which is expected to have significant social and economic repercussions. Particularly, it is likely to become the main characteristics of occupations that can be replaced by artificial intelligence (AI). In addition, it is predicted that the use of artificial intelligence technology will be complementary tools for human–machine collaboration. The reduction in labor costs using the artificial intelligence is becoming a reality in many tasks and re-education and social support are needed to create new jobs. Therefore, the need for redesigning the direction of education for new jobs, supporting system for improvement of labor quality were suggested. It is necessary to have sufficient discussions so that the efficiency and productivity improvement in society as a whole through technological innovation do not lead to social problems such as job losses and spiking the unemployment rate in the labor market in the near future.
