Foreword: This book contains the proceedings of the 12th International Conference on Smart Cities and Green ICT Systems (SMARTGREENS 2023) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and held in cooperation with OSGP Alliance and the International Federation of Global & Green Information Communication Technology (IFGICT). This year SMARTGREENS was held in Prague, Czech Republic as a hybrid event, from 26 to 28 April. We expect that this proceedings book, which addresses areas like “Energy-Aware Systems and Technologies”, “Smart and Digital Services”, “Smart Cities”, “Smart Infrastructures and Smart Buildings”, and “Sustainable Computing and Systems”, appeals to a global audience of engineers, scientists and business people interested in the research topics of SMARTGREENS. We believe the proceedings here published demonstrate new and innovative solutions, and highlight challenging technical problems in each field. SMARTGREENS 2023 received 20 paper submissions, from 14 countries of which 30% were accepted as full papers, which shows the intention of preserving a high-quality forum for the next editions of this conference. Moreover, the conference also featured a number of keynote lectures delivered by internationally known experts, namely Francesco Calise (University of Naples Federico II, Italy), Rudy R. Negenborn (Delft University of Technology, Netherlands) and Anna Laura Pisello (University of Perugia, Italy), thus contributing to increase the overall quality of the conference and to provide a deeper understanding of the conference interest fields. The number and high quality of the papers received imposed difficult choices in the review process. Each paper was reviewed by at least two reviewers. From these reviews, those papers that were adequately balanced in terms of quality, originality and relevance to the conference themes were selected. Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers and published by Springer in a CCIS Series book. To recognize the best submissions, awards based on the best combined marks of paper reviewing, assessed by the Program Committee, and the quality of the presentation, evaluated by session chairs at the conference, were conferred at the closing session of the conference. As a final point, we would like to express our thanks, first of all, to the authors of the technical papers, whose work and dedication made possible to put together a program that we believe is very exciting and of high technical quality. Next, we would like to thank all the members of the program committee and auxiliary reviewers, who helped us with their expertise and time. We would also like to thank the invited speakers for their invaluable contribution and for sharing their vision in their talks. Special thanks should be addressed to the INSTICC Steering Committee whose invaluable work made this event possible and finally, a word of appreciation for the hard work of the SMARTGREENS 2023 team for all organizational processes, making it possible for SMARTGREENS 2023 authors to present their work and share ideas with colleagues, both onsite and online. We hope that all colleagues who participated in the conference and/or read its proceedings, find this a fruitful and inspiring event.
