초록

본 연구의 목적은 우리나라 중앙정부의 다문화정책 집행실태, 성과평가, 문제점 등을 분석하여 다문화정책의 개선방안을 제시하는 것이다. 연구결과를 요약하면 다음과 같다. 첫째, 중앙정부의 다문화정책 사업은 2011년 기준으로 총 165개 사업 1,751억 원의 예산으로 추진되고 있다. 둘째, 다문화정책 사업의 성과평가 결과(2010년말 기준), 목표달성률은 92.2%이고 예산집행율은 99.0%로 전반적으로 우수한 것으로 나타났다. 그러나 다문화정책 사업이 결혼이민자 및 다문화가족에 치중되어 있어 외국인유학생, 외국인 근로자, 동포들에 대한 정책적 배려가 부족하고, 각 중앙부처간 다문화사업을 중복적으로 추진하고 있어 정책의 효율성이 낮은 것으로 나타났다. 셋째, 정책참여자(공무원, 민간사업자, 전문가)들을 대상으로 ‘다문화정책의 전반적 만족도에 대해 설문조사 결과(5점 척도 기준), 전체 평균 2.77로 불만족하고 있는 것으로 나타났다. 넷째, 다문화정책 추진의 장애요인으로 다문화사업 총괄 ･ 조정체계 미흡, 다문화정책 목표 및 방향성 불명확, 다문화정책 사업의 중복, 다문화정책 관련 법 ･ 제도의 미비, 시혜성 ･ 일회성 다문화사업의 남발, 경쟁적 예산투자로 인한 예산의 비효율성, 다문화사업 프로그램 간 연계부족, 사업추진체계의 비효율성이 있는 것으로 나타났다. 마지막으로, 다문화정책을 효율적으로 추진하기 위해서는 우선 단기적으로 다문화정책 총괄조정 기능 강화, 다문화정책 전담기관 신설, 다문화사업 예산 효율성 검토, 효율적 전달체계 구축, 사업의 연계·협력 강화가 필요하고, 장기적으로는 다문화사업에 대한 국민인식 개선, 다문화정책에 대한 지속적 연구, 다문화정책 방향성에 대한 사회적 합의가 필요한 것으로 나타났다.
