초록

정부조직개편은 어떤 목적과 효과를 지향하든 정부 안팎에 적지 않은 변화와 혼란을 초래할 수 있다. 따라서 개편 전에는 개편 목적달성 가능성과 부작용에 대한 신중한 고려가 필요하고, 개편 후에는 그 실제 결과에 대한 체계적인 진단이 요구된다. 한국에서는 정부수립이래 정부조직개편이 수십 차례 이루어졌지만, 개편 전후의 이들 측면과 관련된 논의나 연구는 많지 않다. 본 연구에서는 조직개편 목적 실현의 한계, 조직개편 성과의 불확실성과 부작용 등에 논의의 초점을 맞춤으로써, 한국에서의 빈번한 정부조직개편에 대한 비판적 관점을 피력한다. 서구 학자들 사이에 행정기관을 합병･분리･신설･폐지･소속 변경하는 이른바 기관 간 조직개편의 실효성에 대해 특히 많은 의문을 제기되고 있으므로, 본 연구에서는 이에 논의의 초점을 맞추었다. 먼저 정부조직개편의 실효성에 대한 회의적 시각을 소개하고, 이를 토대로 한국 정부조직개편의 목적 및 그 실현의 한계 문제를 기술한다.
