초록

2010년 『지방행정체제 개편에 관한 특별법』에 따른 읍면동 주민자치회 시범사업을 비롯하여 지자체 관련 사업에서 ‘주민자치’는 주요목표 또는 지향점의 의미로 활용되고 있는 듯하다. 주민자치가 지역주민 스스로의 노력과 역량으로 지역문제를 해결해나가는 과정에 초점을 맞추는 개념이라고 본다면, 어떻게 하면 지역주민의 자발적 참여와 문제해결 능력을 증진할 수 있을까에 대한 의문이 제기될 수밖에 없다. 한편 1990년대 후반부터 활발해지기 시작한 마을만들기 운동은 2000년대 중후반 이후 다양한 사업으로 확대되기 시작하였다. 이러한 마을만들기 사업들은 지역주민의 참여에 기반한 민･관 거버넌스를 구축하고, 지역 내 다양한 주체들의 자발적 참여를 통해 마을의 여러 가지 문제를 공동으로 해결하려는 노력을 기울이고 있다. 특히 주민들의 주도적인 역할을 통해 마을 내 다양한 문제해결에 초점을 맞추고 이를 통해 지역 주민의 실질적 삶의 질을 향상시키고자 한다는 점에서 ‘주민자치’의 개념과 밀접히 관련되어 있다고 볼 수 있다. 그렇다면 마을만들기 거버넌스는 어떻게 작동되며, 그 결과물은 무엇인가? 이 연구는 협력적 거버넌스(collaborative governance) 이론과 지역개발(community development) 이론에 기초하여 협력적 마을 거버넌스(collaborative community governance) 모델을 제시하고, 이를 통해 대표적인 마을만들기 사례를 분석함으로써 주민자치 실현을 위한 협력적 마을 거버넌스의 가능성 및 한계를 살펴보고자 한다.
