혁신도시 정책이 추진된 지 20년이 경과한 현 시점에서 혁신도시 정책은 성공적이라 평가될 수 있는가? 그간 혁신도시 정책의 성과에 대한 많은 논의가 있었지만, 아직까지는 상반된 평가가 공존해 있다. 특히 인구효과 측면에서는 혁신도시가 지방의 인구 규모 증가에 기여하였다는 긍정적 평가가 있는 한편, 주변지역의 인구만을 흡수하여 전국적인 인구 분산에는 효과적이지 못했다는 부정적 평가도 존재한다. 긍정적 파급효과에 대해서는 비교적 많은 실증 근거들이 존재하는 데 반해, 부정적 파급효과에 대해서는 아직 실증 근거가 부족한 바, 본 연구는 준실험설계를 통해 이에 대한 검증을 시도한다. 지방 중소도시를 대상으로 2007년부터 2020년까지 혁신도시 정책의 도외 인구(총인구, 생산가능연령인구, 2인 이상 가구) 순유입 효과를 이중차분법(Difference-In-Differences)을 통해 분석하였다. 그 결과, 혁신도시는 일반 기초자치단체와 달리 공공기관 지방이전이 완료된 후 외부지역으로부터 순유입된 인구 규모가 유의미하게 증가한 것으로 나타났다. 다만, 그 효과는 공공기관 이전이 본격화된 시기에 집중적으로 나타나고 점차 감소하는 것으로 나타나 정책 효과의 지속성에 대한 우려가 제기되었다. 이를 바탕으로 본 연구는 현재 추진 중인 혁신도시 시즌 2 정책의 지속성과 실효성 제고를 위한 시사점을 제시하였다.

Is the innovation city policy considered successful? Despite numerous discussions on its performance, evaluations remain conflicting. In terms of population migration effects, evaluations of innovation city policy are both positive and negative. Some argue that they have contributed to the growth of the local population, while others claim that they have not been effective in dispersing the population as they have only absorbed population from surrounding areas. Although there is significant empirical evidence supporting the positive spillover effect, research on the negative spillover effect is still lacking. This study aims to investigate the negative spillover effect through a quasi-experimental design. The net population migration effects of the innovation city policy on the population from other regions from 2007 to 2020 for small and medium-sized cities in the province are analyzed using a difference-in-differences method. The study found that innovation cities experienced a significant increase in the net inflow of population from outside the region after the public sector relocation compared to others. However, the study found that this effect was concentrated during the period when the public sector relocation was in full swing and gradually decreased, which raises concerns about the policy"s sustainability. Therefore, the study proposes ways to enhance the sustainability and effectiveness of the Innovation city policy.
