본 연구는 공공조직이 추구하는 핵심가치인 공공성과 수익성의 두 가지 대조적인 가치를 비교 분석하고자 한다. 공공 조직의 공공성과 수익성이라는 조직 가치에 영향을 미치는 핵심 기제로 행위자(기관장), 제도(노동 유연화 제도), 환경(조직의 경쟁력)으로 제시하고 이를 실증 분석하였다. 분석결과, 첫째, 내부 출신 기관장에 비해 정치인 출신 기관장이 임명될 경우 공공성과 수익성에 긍정적인 영향을 미친다. 정치인이 동원할 수 있는 자원, 네트워크, 정치적 지원이 공공 조직의 가치 추구를 용이하게 하는 것이다. 둘째, 노동유연화는 공공성에는 부정적인 영향을, 수익성에는 긍정적인 영향을 미치는 것을 확인할 수 있었다. 기존의 선행연구에서 논의되었던 바와 같이 기능적 유연화를 시도하는 것이 공공 조직의 두 가치를 모두 증진시킬 수 있는 방안으로 판단된다. 셋째, 공공 조직의 경쟁력은 민간과 비교하는가, 공공과 비교하는가에 따라 서로 다른 영향을 주었다. 민간과 비교했을 때 경쟁으로 인해 공공가치가 제고되지만, 공공 기관의 경우 기능 중복에 해당하기 때문에 기능 간 정리와 통합이 요구된다.

The purpose of this study is to compare the two contrasting values of publicity and profitability, which are core values pursued by public organizations. In this study, empirical analysis is presented as the factors affecting organizational value such as publicness and profitability of public organizations as actors (head of an organization), institution (labor flexibility system) and environment (organizational competitiveness). The results of this analysis are as follows: First, when a director from a politician is appointed, the publicity and profitability are positively affected. The resources, networks, and political support that politicians can mobilize facilitate the pursuit of public organization values. Second, it can be seen that labor flexibility has a negative impact on publicity and a positive effect on profitability. As discussed in the previous research, it is considered that the attempt of functional softening is a way to enhance both values of the public organization. Third, the competitiveness of public organizations has different influences depending on whether they compare with the private sector or the public sector. Compared to the private sector, competition raises public value, but in the case of public institutions, function redundancy is required, so functional integration and integration are required.
