한국 행정학에서 신자유주의에 대한 비판적 성찰로서 등장한 공공성 논의가 확장되어가는 가운데 이런 시대적 맥락상 공공성의 두 개념요소인 ‘公’과 ‘共’ 가운데 국가 및 가치를 중심으로 한 ‘公’에 대한 논의에 비해 사람들의 관계인 ‘共’의 의미에 대한 논의는 미진하였다. 이 논문의 목적은 오늘날 사회과학에서 관심이 증대되고 있는, 사람들의 삶에 착근된 좀더 작은 사회 단위-‘작은 共’-가 구현하는 공공성의 이론적 가능성을 모색하고 이를 반영할 수 있는 공공성의 정의를 제시하는 것이다. 공공성 개념에서 ‘公’과 ‘共’의 상호구성성을 이해할 때 우리는 ‘公’과 ‘共’의 연결이 내포한 풍부한 이론적 가능성들을 확인할 수 있음을 우선 제시하였다. 그리고 ‘작은 共’이 구현하는 공공성의 가능성을 인간의 실존적 삶, 정치적 참여, 그리고 개인의 자유의 세 측면에서 살펴보았다. 이러한 작업을 바탕으로 공공성에 대한 수정된 정의와 이에 따른 국가의 역할을 제시하였다.

In Korea, the concept of publicness is composed of two elements: “public (公)” and “common (共).” While the theoretical discussion of publicness has focused on critical reflections on neoliberalism and the state, the discussion has paid more attention to public (“公“) and less to common (“共”). This article explores the potential to expand the discussion of publicness by focusing on the implications of small communities. We propose that the two elements of publicness, “public (公)” and “common (共),” can enrich each other by considering publicness of small groups and communities, which enable ordinary people’s life and political participation as well as individual freedom. We conclude by proposing a definition of publicness that extends beyond the state.
