이 연구의 문제의식은 새로운 정책 환경인 디지털 사회를 맞이하여 그동안 정책연구에 대한 자기성찰과 향후 바람직한 정책연구방향 제시를 위한 고민의 전제로 지금까지 행정학계에서 정책연구가 어떤 모습으로 이루어져왔는지를 성찰해보자는 것이다. 이런 문제의식 하에 한국행정학회 60년을 맞이하여 본격적으로 학보가 출간된 1967년부터 2015년까지의 게재된 정부정책 및 사업 관련 논문을 대상(총 597편의 논문)으로 메타분석 논리를 활용하여 그동안의 정책연구 경향이 정책학 패러다임(문제지향성, 연합학문지향성 및 맥락지향성)에 얼마나 부응하고 있는지를 실증적으로 분석하였다. 이를 바탕으로 행정학회회원들의 정책연구 성향과 속성을 살펴본 후 향후 행정학계에서의 정책연구 방향성을 제안하였다. 연구결과의 적실성을 제고하기 위하여 60년이라는 장기간을 분석기간으로 설정하였으며, 특히 정책학 패러다임의 내용을 구체적으로 조작화하여 기존연구가 규명하지 못한 부분을 가능한 범위내에서 분석하려고 시도했다는 데 차별적인 연구 의의가 있다. 결론적으로 지난 60년 동안 시대별 차이가 있지만 전반적으로 행정학자들의 정책연구는 어느 정도의 문제지향성은 내포하고 있으나, 연합학문적인 접근은 상대적으로 많이 부족해 보이며 맥락지향성은-충분치는 않지만- 일정 수준에서 수행되어 왔음을 확인하였다.

This study examines what has been done in the field of policy studies with the emergence of digital society as a critical research environment. As it has been 60 years since the birth of the Korean Association of Public Administration, this study specifically focuses on Korean Public Administration Review as a target of analysis from 1967 to 2015. A total of 597 articles directly dealing with policy issues are analyzed by applying the logic of meta-analysis. Most importantly, this study utilizes the so-called policy paradigms suggested by Lasswellian scholars at the early stage of policy sciences: i.e., problem orientation, contextual orientation, and multidisciplinary approach. According to the findings of analysis, articles on policy issues published in Korean Public Administration Review tend to deal with social problems and are contextually oriented, though not enough. A multidisciplinary approach, however, seems to relatively be lacking, though there are some variations depending on time.
