Abstract. The article discusses the problems of Soviet education in the late 70s – early 80s (before the reform of education in 1984). This is the time of the birth and development of pedagogical innovation, the search for new forms and methods of teaching, the development of a high level of material and technical support for a comprehensive school, the establishment of a connection between educational institutions and the national economy. The features of determining the quality of education, knowledge control, ways to increase its effectiveness are highlighted. The general tasks facing the Soviet school are identified and analyzed, the requirements for a school teacher are specified to improve the quality of education for schoolchildren. The author comes to the understanding that it is the formalism in the management of the comprehensive school of this period, from the side of the highest governing bodies, that was the main reason for the negative trends that have emerged in domestic pedagogy. Nevertheless, the agenda was the problem of providing strong and conscious knowledge and skills of Soviet school students, necessary both in the everyday life and work of each member of modern society, and for continuing education after school. Studying and thorough analysis of the theoretical and practical pedagogical heritage, the specific experience of teachers of the Soviet period, will not only avoid mistakes in the system of planning and development of domestic education, but also save and, if possible, improve the quality of education.
