财政支粮政策、粮食产出稳定性及其影响研究——基于湖南省的统计数据

Abstract: 财政支粮政策对国家粮食产出增长的稳定性具有重要影响。为此,笔者利用周期理论首先分析了财政支农政策和粮食产出增长的稳定性特征,然后从协同性和非对称性视角进一步分析了财政支农政策对粮食产出稳定增长的影响程度。从国家粮食安全的公共品属性视角以及财政政策的可控性提出必须继续发挥财政政策在粮食产出增长中的激励性、稳定性和持续性作用。
