It is shown that QCD puts constraints on the value of the zero intercept of the leading non-Pomeron Regge trajectory. The inputs of the present analysis are the valon model of hadrons, some phenomenological properties of structure functions, and perturbative QCD. The result is ${\alpha }_{\rho }\mathrm{}\left(0\right)=0.40\mathrm{}\pm 0.04$.
