    The article defines and explains the need for land management in Nigeria. A background account of traditional concepts of landownership and tenure is given, stressing the relevance of these in the formulation of legislation to improve land management. Physical, biological and economic factors are underlined and special attention is given to the sometimes conflicting demands of developing land to meet both urban and rural needs. The ‘institutional factor’ and the practical problems of introducing legislative control in Nigeria are then described and the article concludes with an explanation of past failures and a number of guidelines for future discussion.
