In den Morgenstunden des 23. Juni 2007 einigten sich die 27 Staats- und Regierungschefs der Europäischen Union auf ihrem Gipfeltreffen in Brüssel auf einen Reformvertrag, der die von den französischen und den niederländischen Wählern 2005 in Referenden mehrheitlich abgelehnte EU-Verfassung ersetzen soll. Verglichen mit der Verfassung von 2005 hatte sich wenig geändert, doch die Staats- und Regierungschefs verkündeten stolz, ‚den Bürgern zugehört zu haben‘, als sie den Teil der Präambel entfernten, der die Existenz von EU-Symbolen unterstrich (Flagge, Hymne etc.). Diese Einschätzung wurde augenscheinlich von einer Anzahl von EU-Beamten und -Politikern geteilt, allen voran dem Präsidenten der Europäischen Kommission Barroso, der mehrmals erklärte, er glaube, dass die Bürger Europas eine Europäische Union wollten, die sich mehr dem Wachstum und wirtschaftlichen als politischen Fragen annehme.
