Abstract
Despite its novel design, the still low penetration of governmental instruments for disaster risk reduction in Mexico has led to society’s high reliance on post-disaster measures. It has encouraged moral hazard among potential victims. Even though crop insurance, the most implemented ex-ante instrument, has increased coverage over the past decade, public disaster instruments for risk reduction are still being underemployed. Accessing public risk reduction funding requires project proposals from national and sub-national governments based on concrete risk assessments. However, the prevailing lack of proposals from provincial and municipal authorities explain such low implementation. In this regard, this chapter provides a set of suggestions aimed at integrating risk management, increasing risk reduction measures and planning in a more –even if centralized- integral manner.
